Aggregation of water services has been a common endeavour in number jurisdictions. This Annex captures the main messages that derive from review 6 reforms Europe (Austria, Croatia, France, Italy, Romania, Scotland). Lessons emerge can inspire Estonia, particular as regards benefits and modalities voluntary process for aggregation.
